Types Of Mineral Licences Issued by The Mining Commission

A. PROSPECTING LICENCES (PLs)
Prospecting Licences (PLs) means licences granted under Division A for exploration activities. PLs are issued for initial period of 4 years to individual, company of cooperate at the area where the applicant applied and renewed for first period of 3 years and second period of 2 years then expired and reverted to the Government or proceeded with the application of MLs or SMLs before expiry.

B. SPECIAL MINING LICENCES (SMLs)
Special Mining Licences (SMLs) are granted under Division B for large scale mining operation, which capital of investment is not less than US$100,000,000 or its equivalent in Tanzanian shillings. SMLs are issued to an individual, company or cooperate and its life depends on estimated life of ore body indicated in feasibility study or requested period by the applicant as per section 43 of the Mining Act, Cap 123.

C. MINING LICENCES (MLs) Mining Licences (MLs) are granted under Division B for medium scale mining operation, which capital investment is between US$100,000 and US$ 100,000,000 or its equivalent in Tanzanian shillings. MLs are issued to an individual or company of cooperate at the area within the prospecting area of minerals for the periods of maximum of 10 years and allowed to be renewed depends on audited substantial development of the area.

D. PRIMARY MINING LICENCES (PMLs)
Primary Mining Licences (PMLs) means a licence for small scale mining characterized by minimal machinery or technology of an initial capital for investment which does not exceed US dollars 5 million or its equivalent in Tanzania Shilling. PMLs are issued under Division C for the period of 7 years to individual or company of cooperate with Tanzanian Citizenship at the area where the applicant is satisfied to conduct prospecting and mining.

E. PROCESSING LICENCES (PCLs)
Processing Licences (PCLs) means licences for processing minerals. Processing Licences are issued under Division D for the period of 10 years to an individual, company or cooperate at the area where the applicant applied to conduct processing activities.

F. REFINING LICENCES (RFLs)
Refining Licences (RFLs) means licences to refine minerals. Refining Licences are issued for the period of 25 years to an individual, company or cooperate at the area where the applicant applied to conduct refining activities.

G. SMELTING LICENCES (SLs)
Smelting Licences (SLs) means licence to smelt minerals. Smelting Licences are issued for the period of 25 years to individual, company or cooperate at the area where the applicant applied to conduct smelting activities.

H. DEALER LICENCES (DLs)
Dealer Licences (DLs) are the mineral trade licences that enables/allows the owner to buy or otherwise acquire minerals from the Mineral and Gem Houses or to sell or otherwise dispose of minerals as specified in the licence, and for the purpose of carrying on business as a dealer, to have possession thereof. Dealer licences are issued to Tanzanians or Tanzanians and foreigners whereby Tanzanian must have at least 25% share of licence possession. Dealer Licences authorizes the holder to export any mineral or minerals and its life is 12 months from 1st July to 30th June of the following year.

I. BROKER LICENCES (BLs)
Broker Licences is the mineral trade licence that enables/ Allows to buy minerals from buying stations specified in his licence and sell to a licenced dealer in the Minerals and Gem Houses. Its is Granted to Tanzanians with at least 18 years or company of cooperate with Tanzanian Citizenship, a broker licence does not authorizes the holder to export any mineral or minerals and its life is 12 months from 1st July to 30th June of the following year.
